“Made sure everything was plugged in correctly and still all I see is the led lights and green light on the motherboard. I have no signal to my monitor. I've noticed all fans work except the graphics card? Is that fan supposed to move on boot up?”

Yes it is supposed to move on boot up. Did you check to make sure the power was plugged in to the video card when you took the foam out. If it is plugged in then you may have a bad video card which does happen sometimes.
