According to what has been seen of the game so far, the gameplay with be primarily in 1st-person perspective, with 3rd-person only being used for a few cutscenes. It is unlikely that CDPR plans to make any option for over-the-shoulder action, as they stated that they want a truly immersive world and that is best achieved using a 1st-person perspective.
