I don't see why you would have any problem running Rust or any game on steam for that matter. Other than maybe some specific, graphic heavy games. But a GTX 1070, 8 GB of ram, and an i-5.. you should be able to run the game flawlessly. On the issue of internet, use an Ethernet cable when possible for the best results.
