Does this come with a charger? null

No It's a nice monitor for a desktop computer. I don't know what you'd use a charger for.

It comes with a power cable/plug, and an HDMI cable. I've never seen a monitor come with a charger, so I'm not sure what you're asking

The power is in the monitor it's self. All you do is plug in a power cable that comes with the monitor. It does not come with a charger and is not chargeable.
