• Yes you can carry this battery on a flight but check with your airline first. You don't need a certificate for it, but if you really want one email or call DJI - you'll find contact details on their website. The document you're seeking is called a 'Material Safety Data Sheet' (MSDS). But you really don't need one.

• I'd ask the specific airline. Discharged to 30% or so they are safe as far as I know.
