• I believe you can, it's not very strong in the sense of that skin area being possibly too sensitive. It would probably work very well, as it's kinda thick for my taste. I shave my head and use it on my noggin. Though it's a gel, it feels and morsturizes more like a lotion. Hope that helps.

• I don't see why not. If the skin areas are slightly damp the cooling and refreshing effects should work there as well.
