Found out when the "Handyman" i hired installed my TV mount that he didn't follow the directions as needed. Look where the bolts are in the center of the back, there should be a nut in each hinge for you to tighten the bolts on/against. Check and see if there is empty space around the bolt & maybe you need a nut there too.
This of course depends on your mount but solved my problem in 5 minutes.

Tighten the bolts at the center of the swivel the allows it to tilt.I had the same problem. Cheaply made but it works.

There should be 2 adjustment screws on the back middle part of the bracket

You can tighten the bolts where the tilt is.
