• Yes it will but it is not truly full motion. Spend the extra money and get a decent one.

• Yes, It is a fairly sturdy mount. It has good side to side angle motion but fairly limited tilt motion. But for the price it's hard to beat for a mount that will accept up to a 70" TV. As long as your TV has the standard mounting holes on the back you should have no problem mounting your 65" Hisense TV It comes with a pack of screws with different lengths and thread sizes to accommodate just about any TV One thing of note as mentioned in the reviews is the part of the bracket that mounts to the wall is 16" long just enough to reach from one wall stud to the next so finding the center of your wall studs is critical.
