No, I have an older version of the Animal stick vacuum and it definitely came with a tool that keeps long hair from being wrapped around the tool’s inside mechanisms. The cord in the photo belongs to something else. Long hair spirals around the inside roller of most other tools.

This would not work on the V11 Animal. However, the cord-free Animal machines do come with a mini motorized head, which is ideal for picking up pet hair. Best wishes, Kelly Dyson Customer Support
