“Does the OBD cable have a switch to kill the power out? Like if parking in long term parking or in a garage for a extended period so you don't drain the battery?”

There is no switch on the unit for powering it off. It would be recommended to disconnect from the vehicle's OBDII port when leaving the vehicle for extended periods of time.
