• I think it would be high priced overkill, not really how I would disperse tethering from your cellphone.

• I don't believe so, you'd need to plug it into your internet router. If you're able to hotspot your phone for other devices it'd probably be a better idea to just connect them directly to your iPhone as the wifi source.
