• Yes, this works with any console that works with HDMI. As for the laptop, you need one that has a 2.5 USB or it won't be compatible.

• As long as your laptop has a USB 3.0 connection and at least windows 7 you should be able to use it no problem

• Get a laptop that's fast. I would say i5, 6gb RAM is bare minimum for a decent experience. This does work with Nintendo Switch.
