I this adapter rated for 110 and 220 volts? null

Does this take an input voltage of 220V. In Europe the voltage at the wall comes into all devices at 220V. In the US it is 110V. Most phones and computers are rated for an input voltage of 110V to 230V. Yes, you have to use an ADAPTER but NOT a CONVERTER. My question is this charger rated to accept 110V - 230V?
