• Yes, it is normal. The operating system and installed programs occupy some of the space.

• is it 1825 gb total storage or available? the available storage is always less than the full size of the drive due to formatting, but losing 74 gigs seems a little high to me

• Some storage is used for recovery and reinstalling Windows while some is used for Windows. If you believe there is an issue with the storage I recommend taking it in to the Geek Squad or HP support for help.
