Sorry, no. DVD/CD players are not built into x360 form factor computers since the changing orientation would cause it to skip. However, you can certainly use an external DVD drive, which will connect to any available USB port.

No, it does not, but you can use an external CD/DVD writer with it. I haven't tried many of my older CDs yet (too many other things to organize), but they seem to be properly accessible. I would guess that since older ones can be read, new ones can be written if that's what you're seeking.
