No. The bottom glass bed on the scanner is about 9 inches by 12 inches. I suppose and 11 in by 17 in photo could be scanned in portions with the scanned imaged later assembled into a larger complete picture. I do not know what software would be needed, but I know that astronomers do this sort of thing regularly.
