Theres no way to know with the world wide shortage of semiconductors making shipments sporadic and there is too much demand for them to contact individuals about incoming shipments. Your best bet is to find a site taking preorders like shopblt .com or pay the scalpers ransom because even if they do get restocked the bots will buy them out in literally a few seconds which is why there is 1000s of this gpu on ebay and craigslist right now for a grand.

BestBuy does update their website though when they know and when you see a Coming Soon yellow button instead of the grey Sold Out button, it's usually an indication that stock will be arriving soon for that card. Otherwise, it's a good a guess as any. Additionally, as Linus from Linus Tech Tips has pointed out, it's not actually the shortage that's contributing to the difficulty of finding these cards at or close to MSRP but the fact that the sudden high demand for video cards from the changes in society that are cause prices to be inflated whereas GPU manufactures have been able to produce the projected number of GPUs for the 1st quarter as they were only planning for a typical amount of increased demand. In other words, they made all that they had planned to make amidst the semiconductor shortage but they can't build more so easily and quickly due to the shortage.
