“Can the Portal be used if the other person doesn't have facebook or internet. I ask this question because I would like to use it to see my mom but she doesn't have facebook , she's 94 yrs old. Old school gal”

You can create account of fb and set it up for your mom. Simple 2 minutes task.

I created one for her (so easy) and I control it from my own FB account. She will 100% need internet. I'm not sure you can use a data plan - you would have to find out. Hope that helps!
