You can create account of fb and set it up for your mom. Simple 2 minutes task.

Hi! I had the same situation. I bought it to video-chat with my mom, who did not have a FB account. I created one for her (so easy) and I control it from my own FB account. She will 100% need internet. I'm not sure you can use a data plan - you would have to find out. Hope that helps!

If she doesn't have internet or facebook, she can use the messenger app or whatsap app on her smart phone which can just use her data.

You need an internet connection and either Facebook, What’s App or Messenger. Messenger is probably the easiest. Gave one to my 90 yo family member. Very few things to learn for use (after it’s setup).
