Yes, you can see the time by pushing on the side button, lifting the FitBit HR your wrist to your eyes, or tapping, depending upon your preference when setting up the HR when following the included clear instructions.

Yes, it keeps the time. But to adjust the time you must use their app and sync it. This goes for any settings on the Charge HR that you wish to change- it must be done through the app and then synced.

Yes it has watch functions and a vibration alarm setting. All of that is controlled by the Fitbit app. The clock itself is set automatically when it syncs with the Bluetooth on your phone.
