• Yes. It syncs with the Note 4. Just download the Fitbit app from the Play Store and make sure you connect to the fitbit with your phone's bluetooth. It works just fine. I did this on my Note 4 about a month ago. No problems.

• Yes, it will. I have the Note 5, and there is not issue syncing as long as you use the Fitbit app from the Playstore.
