It counts by flights of stairs

I think it tracks flights of stairs, not individual steps. So instead of saying you climbed 100 steps, it says you climbed 6 flights of steps.

The same happened to me when climbing stairs, and then I realized that I had to swing my arm for Chg HR to track the flights of stairs.

The Fitbit HR does track your stairs. If it's not calculating your stair climbing I would reach out to Fitbit and see if it's defective and they'll replace free of charge. Also make sure you're syncing your app to the watch itself.
