Will this fit on a small 13 year old's wrist? null

yes, they have two bands that go with it and different sizes on each one, I wear the smaller one and I am about 3 notches in, there is enough notches, this could stay on a babies wrist

Yes it should. The bands are adjustable and you also will get two bands with the Fit Bit Flex 2.
