• Yes it has a built-in battery, chargeable from a mini-USB (not micro-USB) cable. It comes with a charger cable that plugs into the normal automotive accessory socket as well as a smaller USB-A to mini-USB cable.

• No, this does not have a built in battery. It does take batteries. Ideal you will need to have this plugged in all the time.
