Yes you would have to download the app and create an account. It didn't take a long time to do.

You will need to create a Garmin Connect account in order to full complete the set up for the vivofit jr. and app. The Garmin Connect account is free and can be created without owning a Garmin product.

Only if you want to track activity. It works right out of the box for the desirable functions of time, steps etc
