The 12,000 BTU GE unit I got also has a minimum temperature of 64. The rubber plug on the bottom should NOT be removed unless absolutely necessary. These are designed to pool up an amount of water and splash it on your compressor to keep things running efficiently. The unit should drain fine by itself without removing the rubber plug

To ensure maximum efficiency it is recommended to check to ensure the rubber drain plug is properly inserted. This plug may be removed during operation to minimize water in the back of the unit; however, removing it will lower the efficiency of your unit. We're so glad that you checked.
