“i will be using the pem31 microwave built into a base cabinet. The electrical rough in will be done before the appliances are delivered. Where does the outlet need to go so it won’t interfere with the microwave once it’s slid into the cabinet?”

Hi Srez- The microwave with built-in trim kit is not approved for installation lower than 36" above the floor (Bottom of trim kit must be minimum of 36” from floor).
