If you are using any paid app, feature or subscription service. Chromecast itself does not and you can use the free cast apps that you already have

No monthly fees that I have encountered. It all depends on what apps you download, if those individual providers have a subscription fee.

No there isn't for chrome cast but for the apps you choose there is .

You need wireless Internet but otherwise no monthly reoccurring fees involved.

No. This is just a tool for communicating between your device and your TV. It has no built-in apps or hard drive. The apps (and any subscriptions) would be on your device.
