Definitely could. The cameras run through an app and aren't connected to you until you load the cameras on the app. If you gave your brother one he can just use his own nest account and install the third camera to his account. Easy peasy

Yes! you can give or gift the third camera to your brother and then you can keep an eye out for each other and even speak to one another.... we did that for my mother-in-law who was back east and we were able to 'visit' with her even though we were miles & miles away!
