its not a problem to run it through the wall its low voltage. my nest cam is mounted outside then the wire goes into the soffit to the outlet in side

If you "splice" (your words), it needs to be inside an electrical box. Or poke a hole in your wall for the supplied wire/cord and plug it into an interior outlet, then seal the hole. There are several ways to flip this cat.

I also put a weather shield a oh really it.c white hard plastic just for added measure. I have 2 outside and no issues at all
Sorry, there was a problem. Please try again later.I am not an electrician, but I assume he doesn't want to feed it into the interior outlet because the outlet isn't a GFCI outlet. You could always add a new outlet or switch a current one to a GFCI outlet.
