It does require an online account setup on the Nest website or through Google home app, if you already have one. However, not clear why you thought a phone line would ever be required for this type of device, so maybe your question is not stated clearly or for the wrong product. The Nest Hello door bell camera requires an internet connection, but internet connections no longer need landlines to connect, and your 'phone' has a wireless / data plan allowing you to connect per your subscription plan
