They would be legally liable if it didn't do what it is advertised as doing, especially in a safety product. Most household CO detectors are ceiling mounted, so emitted CO will circulate in the space, despite being heavier, not so heavy it can't float in air for a long time. You can google the mechanism, which is a biomimetic color changing strip I believe, but rest assured it works as any other CO sensor works, and they are put through stringent testing to get approved.
