No, that's a separate issue. Carrier locks are however no longer allowed to last forever, laws have changed it so phones must after a certain period allow the lock to be removed, and OEM unlocking is a different thing, Carrier locking is the practice of the cellular provided if you buy a carrier locked one, being only able to use SIM cards and the network that company owns, Verizon, AT&T, etc, but Bootloader OEM locking is a separate thing that can be disallowed to unlock while under carrier lock. But if you got a unlocked Pixel, that means there is no carrier lock, and you can use any cell service, but even if the OEM can be unlocked, due to security that must be manually done by enabling developer settings tapping settings 7 times, Android standard, then you can enable OEM Unlock and flash a different OS if you'd prefer.
