“Why advertise it as only available for VERIZON if it is unlocked and can be used on other networks? Sounds like poor advertising by Best Buy, buyers will just go directly to google since they don't make it confusing. Just my thoughts.”

Because Best Buy is a Verizon reseller and obviously they are getting a commission if you have them activate phone on Verizon network. Phone works on all us networks.

Best Buy is currently only allowed to sell phones locked on Verizon networks. If you want to be able to purchase an unlocked phone to use on any other network, then you must purchase directly from Google. Maybe Google will allow Best Buy to sell unlocked phones later, but I don't know.
