“I'm confused. If I buy phone X from best buy, I can pay $500 today for "un-activated," and take it home. If I choose "activate" I pay $400, + $40 Best Buy activation fee, for a total of $440. Is that correct?”

We went to Best buy and they were able to activate the phone and did not charge us extra for that. I don't know who told you that or wish Best buy you went to but we went to the one in the Grove in Wesley Chapel. Good luck. we went to Best Buy because T-Mobile wanted us to trade in our phones and we weren't ready to to trade them in yet because we had things that we wanted to manually take off.
