• No. If you want use your choice of sim I think you should go for Active later it's actually unlocked phone. Activate today is not completely unlocked phone

• You should be able to look online to see which networks will work with the phone. I did but I used a phone card you can buy at Wal Mart and most of those have unlimited international calling
