• I have no idea how television signals are broadcast in Mexico. But since the Roku collects signals of specific services I really doubt if it will work below the border.

• There are many holes in your question. This is to hard to answer correctly. Mexico does have internet. Also your speed just doesn't go off your router. It also goes off of the connected grid.
