you don't need wifi to take pictures/videos but to look on your phone for them and upload them, you do.

Even if you want to pair the GoPro to your phone using the GoPro app, you don't need any external wifi signal. The camera itself generates a wifi signal that allows the GoPro to communicate with your phone. Note though that you will need to wifi to download the GoPro app, so be sure to do that before you head out to the middle of the ocean. Also, there are some higher-level functions like live streaming that will require an external wifi, but for regular uses, your GoPro should work wherever you go.
