Well I don't think so but I haven't adjusted any settings to see my Samsung has that effect. Usually comes that way

You can toggle with the option to get the most optimal picture. Please go to Settings>Picture>Advanced Picture Option> Motion Enhancement "Settings>Picture>Advanced Picture Option> Motion Enhancement" that's where you turn enhancement on and off Soap Opera is a side effect of Motion Smoothing / motion enhancement/ image interpolation .
