Is the Spectrum app available for this TV? null

Spectrum is not available but this device has Chromecast built-in, and you can cast Spectrum from your phone to the TV. I use it everyday and it works perfectly fine.

No the Spectrum app isn't available for this TV. However I have been able to cast from the mobile app to the TV.
