Yes I think you can do that by setting up each child with an account and google will know who is talking. If I say something and 2 google minis hear me, the one closest to my voice answers. Here is an article that better explains. Also, individual accounts also helps with parental controls.

You can use them independently by assigning each to a seperate google account
