The Google Home Mini communicates with your devices so would not address your need - I think they may even specify that they are unable to call 911 but I'm not certain about that... There is a special department in the Westminster, Co. Best Buy store that does sell systems which may address your needs - including a sensor which will report if the individual it is monitoring has not moved from a room as is their habit! Do check it out!!

I'm not sure if it will ever be possible - some states have laws on robo calling 911 - in this case it is technically robot calling 911 vs. those devices elderly wear which connect to a real person who makes the 911 call. It probably also has to do with Google not charging a fee like carriers do to call 911. I haven't tried it, but I am guessing they cannot stop you from adding a contact to your google contacts named "Police" or "Emergency" and using the local departments direct number rather than 911.
