Yes, it can. You only need the your note3 to do the initial setup then after that the google mini is always connected to the WiFi (as long as it remains in the home). You can stream from Pandora, Google Music, You Tube, etc. Your patient then can simply say, "OK Google, play

Songs are somewhat limited without the paid subscription, though sometimes they suggest a playlist with the song you don't have access to. It's also great for getting weather, news, and alerts without having to read. If they, or a family member, has Amazon Prime, I'd consider the Echo also for it's better interactions.
