• For the initial setup, yes you do. Afterwards you don't unless you make changes to your Wi-Fi network (password and name). Just have a friend come over and set it up with their cellphone or use your tablet to do so.

• The mini can only be setup through the Google Home app, which requires either a smartphone or tablet. It works with both Android and iOS.

• Yes. You need the Home app to set it up and personalize it for you. You need it to connect it to the wifi, your Google account, and personalize it.
