If you have access to the Google play store and can download Google home then it should work just fine.

Yes, you can operate it with your Bluetooth capable Android tablet and it can be connected to your home WiFi network.

Yes it will work. You'll need the tablet on which you'll install the Google home app for setting up/configuring the Google home mini but then it'll be fully functional on its own.
