You can probably at least turn on your TV remotely and probably more like having Google Assistant open apps you have on your Smart TV

Sorry, there was a problem. Please try again later.It depends on the TV and whether or not it has a built in Chromecast (for example, the Visio E-Series or the 2018+ LG OLEDs). If it’s not built-in you can always get a Chromecast Ultra and plug it into your HDMI port on your TV and enable CEC. Most TVs have CEC which allows the device to power-on or switch inputs to the appropriate one without picking up the remote. It’s no different with the Google Home. So everything can be powered off, and you can say “Hey Google, play House of Cards on Netflix” and it will comply.
