Absolutely! No need for a smartphone, they can complete the setup from a tablet or computer.

I am considering the same scenario for my in-laws (to prank them with a voice of god broadcast from 1000 miles away)...

I connected mine yesterday and I was somewhat surprised by this. There was no mention of setting it up with a PC or Chromebook, only 'smartphone' or 'tablet', using the "Google Home App". Of course, if you use your phone, it will be accessing your account!
