“I don't have unlimited internet, I have satellite internet and a data cap. Can I still use the Google mini and just turn it on and off when I would like to use it or does it have to constantly stream to the internet?”

It will only function while the internet is active. So when you turn the speaker off it will lose connectivity.

It won't work without an internet connection, so you can probably turn it off and connect it when you want to use it.
