• If the wind isn't blowing and it's not raining maybe. I would not place mine outside.

• No, it is not powerful enough to do much good. I stand 2-3 feet from mine in the garage to take the chill off. There are propane powered heaters that are more powerful, but need to be in a well ventilated areas.
