Not quite. It can be a little confusing, because there are two speeds listed for modern processors. The 1.1 GHz is the processor's "base speed". Think of that being like the idle speed of a car's engine. And just like a car's engine, the processor can speed itself up as the workload increases. In the case of the Celeron N4120 processor in this computer, it's capable of speeding itself up to 2.8 GHz, so with four cores, it more than meets the requirement.
