Think of that being like the idle speed of a car's engine. And just like a car's engine, the processor can speed itself up as the workload increases. In the case of the Celeron N4120 processor in this computer, it's capable of speeding itself up to 2.8 GHz, so with four cores, it more than meets the requirement.
