In theory at least, yes. But a couple of things to keep in mind: 1) Because this computer is running Windows in "S Mode" it can only download and run apps that are in the Windows Store. So, you'll have to check to make sure the software you're using is available in the store. 2) The hardware one this computer is somewhat limited, so it probably wouldn't be a good choice for complex UX development.

Absolutely not. This laptop is extremely basic and very slow. You probably need more than 4GB RAM for UX Design.
